The Honorable Priscilla Clapp || Washington, DC

Ms. Clapp is a retired Minister-Counselor in the U.S. Foreign Service. She currently serves as Senior Advisor to the Asia Society and the US Institute of Peace, where she is also a member of the International Advisory Board.   During her 30-year career with the U.S. Government, Ms. Clapp served as Chief of Mission and permanent Charge d’Affaires at the U.S. Embassy in Burma (1999-2002), Deputy Chief of Mission in the U.S. Embassy in South Africa (1993-96), Principal Deputy Assistant Secretary of State for Refugee Programs (1989-1993), Deputy Political Counselor in the US Embassy in Moscow (1986-88), and chief of political-military affairs in the US Embassy in Japan (1981-85).  She also worked on the State Department's Policy Planning Staff, in its East Asian, Political Military, and International Organizations Bureaus, and with the US Arms Control and Disarmament Agency.  She speaks Russian, Japanese, French, and some Burmese.        

Prior to government service, Ms. Clapp spent ten years in foreign policy and arms control research, with the MIT Center for International Studies and as a Research Associate at the Brookings Institution.  She is a member of the Council on Foreign Relations and the International Institute for Strategic Studies.  Ms. Clapp’s books include: with Morton Halperin, Bureaucratic Politics and Foreign Policy (Brookings, 2006), with I.M.Destler et al., Managing an Alliance: the Politics of U.S.-Japanese Relations (Brookings, 1976), with Morton Halperin, U.S.-Japanese Relations in the 1970's (Harvard, 1974).  She is a frequent media commentator and the author of numerous publications on Burma and U.S. Burma policy with USIP, the Brookings Institution, the East-West Center, Australia National University, Singapore's ISEAS, the National Bureau for Asian Research, National University of Singapore, the Asia Society and others.


Ms. Sandra Davis || Austin, TX

An expert in international educational exchange and development programs, Ms. Davis brings 32 years of experience managing and providing oversight to international education programs to CID.  Ms. Davis' professional experience includes youth exchange programs, leadership development programs, and international higher education programs, including university partnerships, scholarship programs and youth leadership activities.  Her career positions include two years as Senior Vice President for GlobalConnect at Meridian International Center (MIC), where she worked to broaden its portfolio to include academic programs and to attract private sector funding. Prior to joining MIC in May, 2011, Ms. Davis worked at the Academy for Educational Development (AED) for eleven years, advancing to become Vice President and Director of the newly created Center for Academic Partnerships (CAP). In that role, her responsibilities included program development, grant oversight, partner and funder relations, budget development and oversight, and staff hiring, mentoring, and supervision.  During that time, CAP grew from two State Department-funded academic programs with six staff to 20 programs with diverse funders and 53 staff both at HQ and overseas. Additional prior positions include managing international scholarship programs at Youth for Understanding International Exchange, US-based educational study tours for Meridian International Center, and research positions at the Library of Congress and Department of State. Ms. Davis has received awards for leadership, innovation in programming, and technical excellence.  She has served on several boards, including three years as Chairman of the Arlington Sister City Committee board and the board of the Alliance for International Educational Exchange.  Ms. Davis speaks conversational German and Spanish. She holds an MA in International Affairs from the George Washington University Elliott School, Washington, DC, and a BA in Foreign Languages from Stetson University, DeLand, Florida.   


Martin R. Quinn || McLean, VA

Retired Senior Foreign Service Officer, Department of State/U.S. Information Agency, 1983-2011, serving in leadership positions at American Embassies in Iraq, Saudi Arabia and the United Arab Emirates:   Minister-Counselor for Public Affairs, Baghdad; Consul General, Jeddah; Charge d’Affaires/Deputy Chief of Mission, Abu Dhabi.   Director of Near Eastern Affairs Bureau’s Office of Press and Public Diplomacy and  Academic Exchanges Branch Chief for North Africa, the Middle East and South Asia in Washington, D.C.   Other overseas posts include Istanbul, Tel Aviv, Doha, Damascus and Riyadh.   Fulbright Lecturer in American Civilization at Tehran University and Al Azhar University, Cairo (1977-80).   Assistant Professor of English at Penn State University (Beaver), 1975-83.  B.A., M.A., University of Maryland; Ph.D.,  Penn State.   June 2012 through July 2015 worked at the Department of State Bureaus of Near Eastern Affairs and Educational and Cultural Affairs in various positions including Acting Deputy Executive Director, Fulbright Foreign Scholarship Board Staff; Deputy Director, Coalition Support Working Group to Counter ISIL; Acting Deputy Director and Acting Director of NEA/ARP, Office of Arabian Peninsula Affairs.  During summer 2015 he taught an online course in International Relations (PL SCI  014) for Penn State Mont Alto.   


Dr. Peter C. Simpson || Bethesda, MD

Peter C. Simpson, Ph.D., is a senior professional in the fields of international education and development.  In addition to his service on the Advisory Council of BSU’s International Development Center, he is a member of the Board of Directors of Atlas Corps (an international exchange organization pioneering “reverse Peace Corps” placements of international NGO professionals in U.S. institutions); an ex-officio member of the Board finance committee of Global Ties U.S. (an NGO at the center of international exchange with over 100 member organizations in the U.S. and abroad); an adjunct faculty member of the SIT Graduate Institute in Brattleboro, VT, and Washington, DC (a nonprofit, accredited graduate school that offers master’s degrees and graduate level certificates in subjects related to international education and development); and a proposal development consultant for U.S. Department of State and USAID grants.  Until his retirement in 2013, he served as Director of the World Learning Visitor Exchange Program, heading a staff of 35 engaged in implementing professional and student exchange programs for about 1,000 participants each year sponsored by the U.S. Department of State's Office of International Visitors and Citizen Exchanges Division.  Dr. Simpson began his career in public diplomacy in 1986 at Delphi International, Inc. as a Program Officer designing exchanges for visitors funded through the International Visitor Program and the German Marshall Fund of the U.S.  Prior to joining Delphi, he pursued an academic career teaching language and cross-cultural courses at the primary, secondary, and university levels.  He holds a Ph.D. from Cornell, an M.A. from Princeton, and a B.A. from Wesleyan University in Germanic Studies and has lived in Europe a total of five years.  He resides in Bethesda, Maryland, with his wife, Penny Mills, CEO of the American Society of Addiction Medicine.  


Mr. Mark Van Fleet || West Lafayette, IN

Mark Van Fleet, a former senior executive with the U. S. Chamber of Commerce in Washington DC, is also the past executive director of Purdue University’s Global Business Engagement Initiative.  Van Fleet served 20 years at the chamber, the world's largest business federation, including as vice president for Asia, and director of International Business Development.  While at the chamber, Van Fleet served as CEO of the ASEAN-U.S. Business Council, director of export, and designed and managed business-partnering initiatives with Thailand and Singapore, generating millions of dollars in new investment and trade. He has served as an adviser on international business to several Purdue colleges, centers and faculty.    He is currently the managing director of Converge Ventures, an international business development firm; and a co-founder and CEO of a start-up biotech firm developing drug treatments for neurological diseases. A former U.S. Foreign Service officer, he served as assistant cultural attaché for the U.S. Embassy in Thailand before joining the chamber.  He holds degrees from Princeton and the University of Virginia. 


Ms. Bonnie Barhyte || Washington, DC

Education, training, and lifelong learning have been consistent themes throughout Ms. Barhyte’s professional and personal life. Currently Managing Director of the Center for Inspired Teaching, she has more than 30 years of experience in coordinating program implementation teams, conducting business development, and organizational strategic planning for several international development non-profits. At the Academy for Educational Development, Ms. Barhyte served as Senior Vice President for the AED Leadership and Institutional Capacity Building division. Here, she managed programs focused on youth and workforce development, international training and exchanges, and capacity building for a range of individuals and institutions from around the world.   As a senior manager and development professional, Ms. Barhyte is highly skilled in management and business development across a range of subject areas including economic, youth and workforce development. She has over 30 years of experience in all aspects of program and financial planning and management of a broad spectrum of technical assistance, training, and education programs that span the globe.  Ms. Barhyte holds a Bachelor’s degree in History/African Studies from Carleton College and a Master’s degree in International Administration from the School for International Training.   


Dr. Jim Moody || Washington, DC

Jim Moody is currently Associate Director-Investments with the Oppenheimer investment company, specializing in family and corporate financial planning and sound investment. Earlier in his career Jim Moody was the CARE representative in Yugoslavia and then Iran. He then set up the first U.S. Peace Corps program in Pakistan and Bangladesh.

Prior to Congressional service, Dr. Moody was an Assistant Professor of Economics at the University of Wisconsin-Milwaukee. In Congress he served five terms (1983-93). In his second term he was elected by his peers to the House Ways & Means Committee which oversees all federal taxes—personal and corporate--plus international tariffs & trade laws, and domestic programs such as Medicare and Social Security. In Congress he was also active in international human rights and opposed U.S. policy at the time that sided with brutal leadership in Central America. In this period he worked closely with U.S. NGOs and religious groups attempting to reduce suffering at the village level in El Salvador. He stressed the need for accurate U.S. reporting of the horrendous situation there and co-founded the news-transparency organization that became the National Security Archives.   

After Congress he was appointed Vice President and CFO of the UN development agency, the International Fund for Agricultural Development (IFAD), specializing in alleviating rural poverty through micro finance initiatives and improved marketing. He was next appointed president and CEO of InterAction, an association of US non-profit organizations working overseas in economic development and humanitarian relief.

He was appointed by the Obama Administration to the American Committee on International Economic Policy that advises the US State Department and re-appointed in President Obama’s second term. Jim is a member of the Council on Foreign Relations. And occasionally teaches college microeconomics courses; and leads group discussions about the US federal deficit.

Jim Moody was born in Richlands, Tazewell County, Virginia. He graduated Junior high school in Shanghai, China and from high School in Athens, Greece. He earned his B.A. at Haverford College. After multi-county work experience he earned an M.P.A. Harvard University’s Kennedy School and a Ph.D. in Economics at the University of California, Berkeley. He is married to Attorney Janice Boettcher Moody. They have two children: Brad and Sarah.
