Kay Bales started as vice president for Enrollment Planning and Management in January 2019. In this role, she provides executive leadership for all activities involving recruitment and admissions for undergraduate students, for undergraduate transfer students, for graduate students, and for international students, as well as the Office of the Registrar and the Office of Financial Aid and Scholarships.

Previously, Kay had served as the top administrator for Ball State’s Division of Student Affairs and Enrollment Services from July 2005 to December 2018. In that role, Kay led the University’s retention efforts and bore responsibility for new student orientation, Title IX compliance, undergraduate admissions, financial aid and scholarships, Career Center, Counseling and Health Services, Disability Services, Housing and Residence Life, Multicultural Center, Public Safety, Student Center, Student Life, and Student Conduct.

She began her work for Ball State in 1989 in the Student Activities office (later known as Leadership and Service Programs) and eventually directed that office. From 2000 until 2005, Kay served as the associate vice president for student life.

Kay completed her doctorate in adult and community education in 2000. With a cognate in higher education, Kay’s dissertation topic was "A Qualitative Study of the Leadership Practices of Eight Women in Student Affairs and Enrollment Services Administration at Ball State University."
