
CONSTITUTION OF THE INDIANA CHAPTER OF THE AMERICAN ASSOCIATION OF TEACHERS OF GERMAN
(Approved October 26, 1984)(Amended November 6, 1999 and November 9, 2003)
Article I, Section 1. The name of this organization shall be "The Indiana Chapter of the American Association of Teachers of German."
Section 2. The purpose of this organization shall be to continue the education of teachers of German in the schools of the State of Indiana by encouraging their participation in developing improvements in the instruction of German in the state's schools; and to promote a greater appreciation of matters relating to the German-speaking peoples, particularly their language, literature, history, and culture. This organization shall cooperate fully with its parent organization, the American Association of Teachers of German, and with the student organization, the Indiana Association of Students of German.
Article II. Membership in this organization shall be open to teachers and those professionally interested in the instruction of the German language, literature, and culture in the various schools in Indiana. These persons become members of the Indiana Chapter by qualifying for membership in the parent organization, including regular, emeritus, or student status.
Article III, Section 1. The officers of this organization shall be a President, a Vice President, a Secretary, and a Treasurer. The latter three officers will be elected at the fall meeting of even-numbered years. At the end of the two-year term, the President shall be succeeded by the Vice President. If a vacancy occurs, the remaining members of the Executive Committee shall appoint someone to fill the office until the next statewide meeting, at which time the members will elect someone to complete the unexpired term. The President or designee shall serve on the Executive Board of the IFLTA.
Section 2. The President shall organize and preside over meetings and shall coordinate the efforts of the other officers in the common task of promoting the study of German. The President shall submit a short summary of annual chapter activities to the National Office for publication in the AATG Newsletter. The President shall serve for two years. When the President is from the university level, the Vice President shall be from the high school level, and vice versa.
Section 3. The Vice President shall assist the President as assigned and may serve on IFLTA committees as asked. The Vice President shall serve for two years, then succeed the President.
Section 4. The Secretary shall record the minutes of chapter meetings and submit a copy to the National Office. The Secretary shall be responsible for publicity and correspondence. The Secretary shall maintain an up-to-date list of all teachers of German in the State. The Secretary shall serve for two years and will be eligible for reelection.
Section 5. The Treasurer shall serve for four years, being responsible for all financial activities of the organization, including income, expenditures, and regular reports, including an annual Treasurer's Report to the National Office. The Treasurer shall also serve as Membership Chairman and shall maintain an up-to-date list of members and non-members. One such list shall go to the Secretary. The Treasurer is eligible for reelection.
Section 6. The Editor of Mitteilungen für Deutschlehrer shall be appointed by the officers for an indefinite term. Publication dates of the Mitteilungen will be February 15 and September 15; deadlines for submission of material will be January 15 and August 15 respectively. The Editor shall notify members of chapter meetings through the Mitteilungen. All teachers of German in the state of Indiana are encouraged to submit material for possible inclusion. Students may also send such items as club or class reports and other items of interest, also subject to the Editor's evaluation.
Section 7. Regional Representatives from the three regions (north, central, and southern) shall be elected at the fall meeting of odd-numbered years for a two-year term. Their responsibilities will include keeping in touch with their constituents, organizing regional meetings, attending meetings of the Executive Committee, and assisting the officers in chapter business.
Section 8. The President, Vice-President, Secretary, Treasurer, Editor, Testing Chairperson, Webmaster/s and Regional Representatives shall constitute the Executive Committee, of whom any five shall constitute a quorum and shall have the power to act for the organization as its elected representatives.
Section 9. A standing Nominating Committee with three AATG members serving staggered three-year terms shall be appointed by the President to submit a list of candidates for all elective offices including vacancies. At the election, additional nominations will be accepted from the floor. The out-going member of the Nominating Committee shall serve as Chair. No more than one member of the Committee may also be a member of the Executive Committee.
Section 10. The Testing Chair shall be appointed by the officers for an indefinite term. The responsibilities shall include promoting Indiana participation in the National Testing Program, forming and chairing a committee to reward participants with nominations for AATG study trips, certificates and prizes, and selecting an annual Duden Award recipient from among participating teachers. Members of the committee may not be teachers with participating students.
Section 11. The Webmaster or Webmasters shall be appointed by the officers for an indefinite term. The responsibilities shall include the creation and up-date of the web page.Article IV, Section 1. There shall be at least one business meeting per year, which shall take place in the Fall in connection with the Indiana Foreign Language Teachers Association. A second meeting may be held in the Spring at a time and place to be determined by the Executive Committee. In the Spring there may be regional meetings, instead of a single state-wide meeting.
Section 2. Upon the written request of one-fourth of the members, the President shall call special meetings.
Article V. This Constitution may be altered or amended at regular meetings by a two-thirds vote of the members present, provided that a written notice of the nature of the change be given to every member not less than three weeks before its presentation.
BY-LAWS
1. The members present at any regular meeting shall constitute a quorum for the transaction of business.
2. No special meeting shall be called without a notice of its import having been sent to each member at least ten days before the date appointed.
3. It is the responsibility of the Executive Committee to select the Teacher of the Year for Pre-College and Post-Secondary levels of instruction. Furthermore, they shall nominate candidates for national awards.
