Constitution and Bylaws


NON-TRADITIONAL STUDENT ASSOCIATION CONSTITUTION

Article I.       
This organization will be called the Non-Traditional Student Association.

Article II.       
The purpose of the Non-Traditional Student Association shall be to discuss and attempt to resolve the problems common to adult students; to share knowledge and information; to promote a means of open communication between its members and the faculty and administration; to help support the adult learner in all areas of need with the resources available to the Non-Traditional Student Association; and to develop an active alumni association.

Article III.       
Membership to this group will be limited to: Regular membership is limited to Ball State University students, faculty and staff. The Non-Traditional Student Association will not discriminate on the basis of race, sex, religion, color, national origin, physical or mental handicap, age, sexual orientation, or status as a Vietnam era veteran in selection of members.

Article IV.       
Officers will be elected in April, and the term of office shall be one year.  The following officers will be elected:  President, Vice President, Recording Secretary/Treasurer.  Nominees for the offices must have attended a minimum of three monthly meetings of the Association and must be planning to be enrolled in two semesters of the academic year during which he/she will hold office.  Exceptions to this policy may be granted:  however, the Executive Board must approve any exceptions on a case by case
basis.

Article V.       
An Executive Board shall be made up of five (5) members, consisting of the three officers, one member-at-large and the faculty advisor. The past presidents of the Association may serve as non-voting advisors to the Executive Board.  The term of the office of the Executive Board shall be the same as the terms of the officers.  The quorum for the Executive Board shall be three (3) members.

Article VI.   
Meetings shall be held once per fall and spring semester.  Items to be placed on the meeting agenda must be submitted to the Recording Secretary/Treasurer at least two days prior to the scheduled meeting.  Special meetings of the general membership may be called by the Executive board for consideration of matters requiring immediate attention.  Concerns, issues and comments can be shared via email and posted to the website:  www.bsu.edu/NTSA.

Article VII.       
The Association will have the following membership fee structure
(as of January 1, 2003):          Student:        $10
           
        The membership year will begin July 1 through June 30. 

Article VIII.       
A copy of the completed Constitution and Bylaws will be Posted on NTSA website.  Notification will be sent via email to Recording Secretary/Treasurer of any proposed changes to the Constitution or Bylaws shall be posted in the N.T.S.A. office and sent to members via email at least one week prior to the meeting at which the proposed amendments will be voted upon.  A simple majority of those present at the time of the voting and all proxy votes received on or before the day of the meeting will be needed for ratification of any issues.

Article IX.       
The following Standing Committees will be maintained by the
Non-Traditional Student Association:
A.      Constitution and Bylaws Committee
Communication Committee

Article X.       
This Constitution may be amended by a majority of the Non-Traditional Student Association membership present at any meeting called for the purpose of amending this Constitution, providing that the members are notified as outlined in Article VIII.
Amendments may be proposed by any member of the Executive Board or by petition of any five members of the Association.  Such proposed amendments or petitions must be submitted in writing to the Recording Secretary/Treasurer of the Association
who will submit the proposed changes to the Constitution and Bylaws Committee for recommendation.  After recommendation by the committee, the proposed amendments will be turned over tothe Executive Board for action.  If the member(s) is/are dissatisfied with the actions taken, they may take the following steps:
File an appeal with the Executive Board.Following the procedure in Article VI, proposed changes can be presented at a general meeting for a vote for continued action.  A simple majority will rule.

Article XI.         
 If an Officer cannot fulfill his/her elected duties, an interim will be appointed by the Executive Board until such time as they can resume their duties.

Article XII.         
 The Non-Traditional Student Association shall have an ex officio Faculty Advisor chosen by the Executive Board.
