1. Develop Concept(s)  
This graphic outlines the general approach for developing a “typical” gateway. Beyond the initial locations work that has been performed by the Workgroup, gateway developers and advocates need to consider the next steps. From a design perspective these include developing a concept (theme) for the gateway and establishing the scale or scope of the gateway. The following chart is an excerpt from that proposal, with some additions, that summarizes the dominant concepts and rationales for them.
