Current sentiment regarding the educational establishment is reflected almost daily in the news media. The public has demanded more accountability from all entities involved in the educational system. Although much of the emphasis has been on K-12 education (e.g., such as the PL-221 legislation in Indiana and the Elementary and Secondary Education Act, also known as No Child Left Behind) teacher preparation has also been the subject of these legislative initiatives. Nationally, we have seen this in the reauthorization of the Higher Education Act (HEA), which brought Title II reporting requirements to all teacher preparation institutions. Each April, Ball State is required to report its institutional data for the previous year. These reports include the pass rates of the teacher candidates on the licensure examinations, as well as other descriptive data.

These data are collated in an annual report from the U.S. Department of Education to Congress. Reading The Secretary's Third Annual Report on Teacher Quality (http://www.title2.org/secReport04.htm) gives one an idea of the national agenda.
