He graduated from Delta High School and Vincennes University. He is one of the Field Training Officers for the department. Sgt. Bell is an ILEA Instructor in Physical Tactics which includes PPCT, survival tactics, ground fighting, knife fighting/defense, baton and use of force. He is also an ILEA Instructor in firearms, and emergency vehicle operations. Sgt. Bell serves on the Law Enforcement Coordinating Committee of the United States Attorney's Office for the Southern District of Indiana. He is also on the Executive Board of the North Central Indiana Law Enforcement Training Council. His hobbies include running, physical training, softball, fishing, and reading.
