Philip Sachtleben to serve as Ball State's governmental liaison (8/15/2006)
Philip "Satch" Sachtleben, who has served in various capacities over the past 27 years at the Indiana Statehouse, has been named Ball State University's associate vice president for governmental affairs.

Sachtleben will serve as university liaison to members of the state legislature as well as other state and federal governmental agencies and representatives. In addition, he will be responsible for planning and coordinating the preparation and presentation of the university's requests for operating and capital funds.

"Satch's Statehouse experience reflects great depth and breadth in governmental affairs," said Ball State President Jo Ann M. Gora. "Based upon his qualifications and previous exemplary work for Ball State, we are confident we have hired an outstanding representative for the university."

In the 1990s, Sachtleben worked as governmental relations director at Ball State and also for WellPoint/Anthem Inc. He has served as executive director of the Legislative Services Agency (LSA) since 1997. His experience at the Statehouse over the past 27 years includes stints as a staff attorney and director of bill drafting and research.

"Satch brings with him immediate recognition and credibility among the members of the Indiana General Assembly because of his extensive experience as a 'legislator's lawyer,'" said Thomas Kinghorn, Ball State's vice president for business affairs and treasurer, to whom Sachtleben will report.

In addition to his work in Indiana, Sachtleben served as chief legal counsel to the Legislature of the U.S. Virgin Islands during the 1980s.

Sachtleben received his bachelor's degree from Indiana University, a master of philosophy degree from Cambridge University and a doctor of jurisprudence degree from the Indiana University School of Law.

He was a Lilly Scholar and has been honored as a Sagamore of the Wabash. Sachtleben is married to Dr. Mary E. Sachtleben, a veterinarian. They reside in Springport.

Sachtleben replaces Jeffrey Linder, who took an executive position at Clarian Health Partners in Indianapolis.
