 Parking Garages?
So tonight after gathering under the Park Hall underpass a few of us decided to slip into the parking garage and utilize its protection as a safe zone, only to be told that it's not a real safe zone, that it is instead designated as "off campus" and that we cannot go in there unless we were getting cars to head home. This seems to contradict what it says in the rules listed under "Safe Zones:" "For parking garages, doorways are considered to be actual doors or entrances/exits for cars" is all that is stated. As I read it it says that the parking garage is just a normal building (safe) and it's doors (when unlocked emit safe zones) are the actual doors and the vehicle entrances/exits. Any thoughts from players and/or mods?

As I have read the rules parking garages are safe zones. I don't know who told you the garage wasn't a safe zone. Now unless Faruq says I am wrong in my interpretation.

 Re: Parking Garages?
You are right, that is what the rules say. In previous games parking garages were completely banned and considered 'off-campus.'
Frankly, if you want to use the parking garages to pass through, fine. My problem, however, was the fact that there were large groups going through is a sweeping style. It doesn't actually say it in the rules, but it's common sense that you stay out of the way of vehicles. People were going in and out of cars, and at one point a van had to pause because players, who had gotten distracted, stopped and were blocking its path. You say there were a few of you, and maybe there were in your group, but I had to stop two other LARGE groups so they wouldn't get run over. There were cars driving in there.
Technically, players need to stay out of parking garages as much as possible. They are dangerous and it's way too easy to see a zombie, retreat into the parking garage to keep from being seen, and getting hit by a car they don't see. You will get kicked out when you are mobbing through the place. That's why I said what I said- I would much rather deal with pissed-off players then explain to the UPD why vehicles were plowing into people.
If you can move through the parking garages in an efficient, quick, unobtrusive way, go for it. I know I allowed one group to go through if they stuck to the inside edge, and they did it beautifully. Hell, if there are no cars and you're getting out of the way of any that show up, then go for it! Just don't make me have to yell multiple times because you're ignoring what's going on around you in a dangerous place.

And I think you handled the situation very well. You came over and talked to my group (which was the 5 you let go) since we couldn't understand each other due to the acoustics of the parking garage. Unfortunately, things happen and people get in the way and make things harder for everyone else. Good job at handling it and I'll be sure to not crash and burn in a parking garage

Same here Ruu, and I was in one of the groups of 20 or so. We couldn't hear you at first, but once someone pointed out we were being hailed by a moderator, we did our best to give you our full attention. I don't recall there being any cars in there at the time, and my squad was being careful (can't say anything for the other one traveling behind us), but you were right: that's too many people to be safely moving through the garage. You handled it well, we handled it well, everything went smoothly

The hounds of hell are ALWAYS necessary. They are as necessary as a dart is to a human, or a bush/tree/building/known face is to a zombie.
Or not at all.
