
David Hoover is Director of Government Affairs at CTIA-The Wireless Association®, where he is responsible for developing and implementing the commercial wireless industry's advocacy on Capitol Hill. Before joining CTIA, Hoover was Director of Research at the National Cable & Telecommunications Association (NCTA). Previously, he covered the telecom and media industries as an analyst with The Precursor Group®, Legg Mason and the Schwab Washington Research Group. He has been quoted in The Wall Street Journal, The New York Times, The Washington Post, The L.A. Times, National Public Radio, and various trade publications. He earned his B.S. in Journalism from the E.W. Scripps School of Journalism at Ohio University and an M.A. in Telecommunications from the Quello Center for Telecommunications Management & Law at Michigan State University.
