Scott D. Delacourt is legal counsel to the Mobile Marketing Association and a Partner with the law firm of Wiley Rein LLP where he represents clients on a wide range of communications law issues, with a particular focus on wireless advertising, marketing and privacy issues.

Mr. Delacourt previously served as Deputy Bureau Chief (2004-2005) and Chief of Staff (2003-2004) of the FCC’s Wireless Telecommunications Bureau. In this capacity, he was responsible for development and implementation of FCC policies on mobile content and unsolicited commercial e-mail (CAN-SPAM). In addition, Delacourt has significant spectrum policy expertise, including in the development of licensing and service rules making licensed and unlicensed spectrum available for mobile data use.

Delacourt's FCC tenure also included stints as Senior Counsel in the Office of General Counsel and as a Legal Advisor to the Wireless Bureau Chief. Before joining the Commission, he completed a prior tour of duty with Wiley Rein, specializing in wireless, Internet, common carrier and appellate matters.

Delacourt is active in bar association affairs, serving as Chair of the Communications Law Committee of the ABA’s Administrative Law Section. He has also served as an Adjunct Professor of Communications Law at the Catholic University of America, and lectured at Princeton University on communications law and policy issues.

Delacourt received his B.A., summa cum laude, from Georgetown University. He received his J.D., cum laude, from the University of Michigan Law School, where he was Articles Editor of the Michigan Telecommunications and Technology Law Review.
