About the CILC. The mission of the Center for Interactive Learning and Collaboration (CILC) is to support and advance learning through videoconferencing and other collaborative technologies. Established in 1994 as a not-for-profit organization, the CILC specializes in the application of video conferencing and web-based content to interactive learning and professional development in K-20 education.
