COMMITTEES: STABLE & HISTORIC AREAS SUBCOMMITTEE

The Regional Center Plan was adopted as a part of the Comprehensive Plan by the Metropolitan Development Commission on March 3, 2004. The Plan contains goals, objectives, and projects and programs to guide Downtown development for the next 20 years. The plan acknowledges portions of the Regional Center that are stable in terms of design because they are local historic districts, large master planned complexes or areas that are almost fully developed. Local historic districts in the Regional Center planning area are Chatham Arch; Fayette Street; Fletcher Place; Lockerbie Square; Lockefield Gardens; Old Northside; Ransom Place, St. Joseph; and the Wholesale District (planning districts 4, 6, 8, 10, 12, 17 and 29 on the attached map). Master planned areas are the BioCrossroads areas identified in the Beyer, Blinder, Belle report Framework for a Research Community; the area of the Massachusetts Avenue Commercial Corridor Plan prepared by Development Concepts, Inc.; IUPUI and Hospital Complex as illustrated in the IUPUI Campus Planning Framework by Beyer, Blinder, Belle; White River State Park included in the U.S. Army Corps of Engineers Central Indianapolis Waterfront Concept Master Plan; the Eli Lily Corporate and Research Center; and the Indiana State Complex (planning districts 1, 3, 7, 18, 26 and 27 on the attached map). Areas that are almost fully developed besides the historic districts are the Indiana Avenue area; North Meridian Street Corridor; Massachusetts Avenue Arts District; Riley Towers/Rennaisance Place; Corporate Center/Anthem/Farm Bureau area; Kentucky Avenue Utilities, Industrial and Communications area; Central Business District; and the War Memorial Plaza/Central Library area (planning districts 5, 9, 11, 16, 22, 30 and 31 on the attached map).

Purpose of Committee:

Analyze and recommend changes to the policies and procedures of urban design and zoning review in the Regional Center.
 

Description of Committee

This committee will study of the Regional Center's stable and/or historic districts and identify important qualities to protect and determine areas that need improvement. The sub committee will use this information to recommend any necessary new or amended changes to the current urban design procedures in the Regional Center's stable and/or historic districts.
