| The Regional Center Plan was adopted as a
part of the Comprehensive Plan by the Metropolitan Development
Commission on March 3, 2004. The Plan contains goals,
objectives, and projects and programs to guide Downtown
development for the next 20 years. Critical areas are those
that are currently under study or are likely to experience
significant development or redevelopment pressure and become
essential elements in the Plan's implementation. Seven
critical areas are identified as a part of the Regional Center
Plan. For the purposes of this study, the seven areas have
been combined into four areas. They are Cole Noble & Mass Ave
(planning districts 7 and 13), BioCrossroads Research
Community (planning districts 1 and 3), West Washington Street
(planning district 24), and Convention Center, Kentucky Ave &
Railroad (planning districts 21 and 28). |

This committee will oversee the study of the four critical
districts identified for this study. Members will assist the
project team in determining objectives, issues, logistics,
participants and other related items to insure success of each
charrette workshop. Members of this committee will also assist
in synthesizing the information gleaned from these workshops
to be molded into urban design guidelines. |

This committee will study of the Regional
Center's stable and/or historic districts and identify
important qualities to protect and determine areas that need
improvement. The sub committee will use this information to
recommend any necessary new or amended changes to the current
urban design procedures in the Regional Center's stable and/or
historic districts. Resources for this effort will be:
