Local Government Consolidation: The Kernan-Shepard Plan
Streamlining Local Government, a report released by the Indiana Commission on Local Government Reform in December 2007, is a clear call for change. Headed up by Joe Kernan, former Governor of Indiana, and Randall Shepard, Chief Justice of the Indiana Supreme Court, the report proposes sweeping changes to county-level governments including:
- decrease the number of county executives and strengthen county councils
- merge township personnel with county governments
- enlarge school districts in order to leverage resources
